KUCHING: The Sarawak Disaster Management Committee (SDMC) will allow the implementation of various government projects located in green zones during the conditional movement control order (CMCO) period — provided contractors involved submit a written health plan before starting operations.
Of a total 526 projects amounting to RM22.1bil under the allocation of the state government, federal government, people’s projects, and alternative funds, 42 projects with a cost/ceiling of RM16.6bil had been identified to be implemented under certain ministries and agencies.
“These ministries and agencies are the Utilities Ministry (Rural Water Supply Department (JBALB)/Sarawak Energy Bhd), Local Government and Housing Ministry, Public Works Department (JKR), Drainage and Irrigation Department (DID), and Regional Corridor Development Authority (Recoda),” said Deputy Chief Minister Datuk Amar Douglas Uggah Embas.
He said that these projects had been identified through a study and filter process based on criteria.
“The criteria are that these projects have to be located in green zones; there must be no movement of manpower, construction materials, and machines/equipment from outside the green zone; workers must be local (within green zone); projects must have achieved at least 90 percent physical progress; maintenance works; and works that if not completed could be dangerous,” he said.
Meanwhile, on rural transformation projects (RTP), he said that there were 420 RTP projects totalling RM167.2mil located in green zones.
“Of this total, 59 projects with a cost/ceiling of RM22.8mil have been identified for implementation under JBALB, Local Government and Housing Ministry, JKR, DID, Land Custody and Development Authority (LCDA), and Sarawak Energy Bhd,” he said.
Uggah, who is also SDMC chairman, said these projects had been identified based on the criteria that projects have to be located in green zones; there must be no movement of manpower, construction materials, and machines/equipment from outside the green zone; projects were started before March 18; and projects not started yet which used gotong-royong involving the local community.
He stressed that contractors involved in these projects were required to submit a health plan in written form to SDMC.
“This health plan is to fulfil the conditions of the Sarawak Protection of Public Health 1999 (Measure on the Carrying Out of Activities in Infected Local Areas) Order 2020,” he said.
