KUALA LUMPUR: The Ministry of National Unity will reintroduce the book voucher programme to promote a stronger reading culture among Malaysians.
National Unity Minister Datuk Aaron Ago Dagang said the initiative is one of the key recommendations from the 2022/2023 Reading Profile Study.
He noted that the National Library of Malaysia (PNM), as the primary institution responsible for knowledge development, is committed to ensuring that all segments of society have access to a wide range of high-quality reading materials.
“One of the initiatives is the establishment of a National Reading Index (IMK) to comprehensively monitor Malaysians’ reading levels from 2025 to 2030,” he said.
The minister’s speech was delivered by the ministry’s secretary-general, Datuk Seri Hasnol Zam Zam Ahmad, during the launch of the Karnival Baca Perdana 2024 at MyTown Shopping Centre, Friday (Oct 4).
Aaron added that in 2023, book publishers applied for 27,972 International Standard Book Numbers (ISBNs) from PNM for the publication of physical books. This represents a 50.06 per cent increase, or 9,332 more applications compared to 2022.
“These figures indicate that the publishing industry, particularly for physical books, remains relevant and in demand despite the growing dominance of electronic media.
“I encourage book publishers to continue producing reading materials, as studies show that 72 per cent of Malaysians are interested in purchasing books, with some allocating up to RM500 annually for this purpose,” he said.
Aaron also mentioned that the Ministry of Education (KPM) is currently reviewing the existing National Book Policy (DBN) and plans to launch an updated version next year. The current policy, established on Nov 27, 1985, requires revisions to meet present and future demands.
To further promote reading, he announced several new initiatives to be implemented starting next year, including the Citra Baca Camp, a social activity programme; the introduction of a new National Reading Icon; the appointment of the first National Reading Figure; and the Kalam Karyawan Programme, a special documentary on National Literary Figures.
The programme, organised by the Ministry of National Unity through PNM, aims to cultivate a reading culture among Malaysians while fostering unity through a carnival that combines reading habits with community spirit and togetherness.
The theme “Unity in Reading” was chosen to reflect how books and reading materials can serve as bridges, promoting unity and tolerance among Malaysia’s diverse communities.
