EPU to monitor PCDS 2030 implementation

THE Performance Management and Delivery Sector (PMD) of the Economic Planning Unit (EPU) Sarawak has been tasked with monitoring the implementation of the Post Covid-19 Development Strategy (PCDS) 2030.

Minister of Finance and New Economy Datuk Patinggi Tan Sri Abang Johari Tun Openg said the performance dashboards for each PCDS 2030 sector will track the yearly key performance indicators (KPIs) based on the objectives established for each sector.

“We will publish the first PCDS 2030 Annual Report for 2023, showcasing the key highlights and progress across the six economic sectors and seven enablers,” he said when tabling the Supply Bill on the first day of the State Legislative Assembly (DUN) sitting on Monday (Nov 20).

Meanwhile, he stated that the Sarawak Civil Service (SCS) workforce plays a crucial role in ensuring the smooth flow of government agencies.

“Their function in providing efficient and quality government services would create trust and confidence among the rakyat towards the government,” he said.

The state government recognises the vital role SCS plays in achieving a transformation journey in rapid development.

Therefore, the state government is currently conducting a comprehensive study on SCS’s function and structures to assist in the restructuring and transformation of SCS.

“The study is expected to be completed soon, and its recommendations are to be implemented in 2024,” he said.

A sum of RM1.5 million will be allocated under the SCS Talent Management System next year to enhance the performance management system.

To cultivate a knowledgeable, highly effective, responsive, and proactive culture, capacity building is essential.

Abang Johari stated that his administration is currently working on several capacity-building programmes for SCS.

“This includes Hadiah Latihan Dalam Perkhidmatan or HLDP which allows officers to continually seek knowledge and embrace a high-performance ethos.

“In 2023, we have sent state officers to attend training programmes at renowned higher learning institutions such as Harvard University, Lee Kuan Yew School of Public Policy, Oxford Centre of Islamic Studies, and Melbourne Business School,” he said.

Meanwhile, a sum of RM28 million will be allocated for the maintenance of state government buildings, offices and quarters.

At the same time, an additional sum of RM360 million will be used to upgrade existing government buildings and new construction.

“Proper facilities would enable the state machinery to function more efficiently.

“The government is also embarking on an initiative to provide a conducive working environment for SCS,” he said.

In line with the importance of strengthening good governance, additional SCS officers will be trained and accredited as Certified Integrity Officers (CeIOs) as all state departments and agencies have been instructed to establish an Integrity Unit and make reports and improvements on their administration and governance.

“My administration will ensure the culture of integrity is always practised at all levels of the administration,” he said.

To date, 164 CeIOs have been placed in various departments and agencies to assist the head of departments in strengthening integrity and good governance.

Abang Johari added that the tabling of the Ombudsman Bill during the sitting is another initiative to fulfill good governance and efficiency in delivering services.

“The tabling of the Ombudsman Bill is also another clear testament of my administration’s commitment to strengthen governance and ensure efficient delivery of services to the rakyat,” he said.
