KUCHING: The Village Security and Development Committees (JKKKs) are only responsible for monitoring Rural Transformation Projects (RTPs) not their funding.
Assistant Minister of Local Government and Housing, Datuk Dr Penguang Manggil explained that the allocated funds for the projects would be handed over to agencies such as the District Offices of the villages/longhouses or their service centres.
“The RM100,000 will be allocated to the committees for the ‘gotong-royong’ projects.
“For projects costing RM100,000 to RM200,000, we give the mandate to the committees to choose the contractors based on the Bill of Quantities (BQ) that is put up by the technical agencies such as the council, Public Works Department (JKR), or Drainage and Irrigation Department (DID).
“However, before we hand over the money, the projects by the committees must be completed and proofs (images of the projects) must be provided along with the BQ.
“For projects under the assigned and chosen contractor, the District Officer will be responsible as the supervising officer and the JKKKs are not involved,” he told New Sarawak Tribune.
Penguang explained that only government-approved projects based on the needs of the people would be implemented.
He also clarified that the allocation funds would be under the Sarawak Planning Unit (SPU) and that the MPs would be involved in assisting the committees to monitor the projects.
