KDC to compound litter bugs, says secretary

KAPIT: The Secretary of Kapit District Council, Jabang Juntan disclosed that the council will be carrying out compounding action against those litter bugs at public places with immediate effect.

“The council has been educating the members of the public through notices, talks and signboards to refrain them from littering at public places all this while and so far the council’s action has little impact as we can see public places like Kapit Town Square, the riverfront areas include the streets are still strewn with rubbish.

“Perhaps education alone is insufficient without penalising the culprits and for this purpose we will be enforcing the Local Authorities (Cleanliness) By-Laws 1999 and the Local Authorities (Compounding of Offences) By-Laws 1999 through compounding action,” said Jabang while chairing the council’s Management Committee and ICT meeting held at the conference room of the council building on Monday afternoon.

“It is hope that through this compounding action, we could deliver the message to the people that the responsibility of looking after the cleanliness of the town is not the sole responsibility of the council, but a collective responsibility of all. No doubt the council is hiring private contractors to carry out the sweeping and cleaning of the streets, cleaning and clearing the drains and carrying out collection of refuse but the people should have the courtesy to throw the rubbish bins provided at public places rather than to throw the rubbish indiscriminately at public places that could help to tarnish the cleanliness and image of the town” Jabang pointed out.

For the compounding action, Jabang said the enforcement officers of the council will be stationed at the public places to monitor the areas and to catch and compound the litter bugs on the spot.

Present together at the meeting were the assistant secretary, Kelimbik Sibat, sectional heads and senior officers of the council.
