KUCHING: A motion to amend the Security Offences (Special Measures) Act 2012 (SOSMA) can be tabled at any time.
According to Minister in the Prime Minister’s Department (Parliament and Law) Datuk Seri Dr Wan Junaidi Tuanku Jaafar, a motion is not a Bill specified under Rule 63.
“Rule 63 says that any bill that has been rejected by the Dewan Rakyat cannot be tabled again at the same meeting session.
“But the motion in SOSMA is not a bill, so it is not bound by Rule 63 and can still be tabled at any time,” he said when met by reporters at the Kampung Muara Tebas hall, yesterday.
According to him, most people do not like SOSMA because it means a 28-day detention for fighting for human rights.
He stressed that the community cannot compare Malaysia with other countries in terms of human rights where the legal aspect is also introduced to provide opportunities and space for relevant parties to do research.
He added that Malaysia also has an evaluation committee that confirmed that there was no abuse of the law.
Earlier, the Ministry of Home Affairs (KDN) proposed that the motion to extend the effective period of Subsection 4 (5) of SOSMA be tabled again in Parliament before July 31.
