New model must be better, cost effective, says Fadillah

KUCHING: Priority must be given to ensure that the construction of the Pan Borneo Highway project is completed within the given time frame.

Petra Jaya MP Datuk Seri Fadillah Yusof told this to reporters when asked to comment on the termination of the current project delivery partner (PDP) model for the construction of Pan Borneo Highway at his Hari Raya open house in CIDB Convention Centre, Petra Jaya, yesterday.

“If they want to establish a new PDP, they must first need to understand the plan from the design angle and the overall study that was carried out in the previous PDP model as it is a crucial step,” he said.

He further explained that if they were to replace the model, it has to be a better one than before which will not cost much to the government and should not affect the implementation of the project.

“When speaking on the project implementation, there are several points that are required to be looked into namely monitoring of the project quality, safety and health angles in the project implementation in terms of the environment.

“And if any parties are appointed as the new contractor, they have to obey or at least be better than the current PDP contractor. If not, can the budget allocated be maintained?” he asked.

In addition to that, Fadillah who is a former works minister said that if the current PDP model is cancelled, it will affect the government in terms of compensation payments.

“I have seen that the current PDP model has performed well and it has achieved over 50 per cent completion. Two packages are already completed and the remaining ones will be managed on the previous fixed KPI rate.

“I will leave these to Works Minister Baru Bian as his ministry is responsible for the matter.

“We also have to look at the overall picture as the main priority is to make sure that the project is to be completed in the given time frame based on quality and the allocated budget,” he said.
