KUCHING: The Natural Resources and Environment Board (NREB) is undertaking significant changes, expanding its functions to align with the state government’s new environmental directives.
Environmental Quality Controller Jack Liam said these changes, including the implementation of the Environment (Reduction of GHG Emission) Ordinance 2023, mark a crucial step towards achieving a green economy and net-zero emissions by 2050.
“The Natural Resources and Environment Board (NREB) has undergone a transformation, acquiring new and expanded functions.
“Aligned with the state government’s ambitious targets of transitioning towards a green economy and achieving net-zero emissions by 2050, NREB has been tasked with key responsibilities outlined in the recently approved Environment (Reduction of GHG Emission) Ordinance 2023.
“Under this ordinance, NREB is mandated to conduct Greenhouse Gas (GHG) Inventory assessments, oversee the registration of energy, oil, and gas-based industries, as well as manage external auditors,” he said during the Media Appreciation Night and the board’s 30th anniversary at Sheraton Hotel here last night (Mar 7).
Moreover, he added, the board will receive GHG emission reports from industries and enforce levies on those exceeding prescribed emission rates. Additionally, NREB will monitor and enforce the implementation of GHG emission reduction plans submitted by industries.
NREB’s role extends to ensuring compliance with Carbon Capture Utilisation and Storage (CCUS) regulations. This involves verifying the legality of carbon brought into Sarawak waters, establishing agreements with licence holders or relevant agencies, and ensuring compliance transportation using licensed conveyancers.
In another significant development, NREB is set to take over environmental management functions from the Department of Environment through the MA63 Transfer of Autonomy.
“This phased transition will commence with the management of Scheduled Waste, slated to be under NREB’s purview starting Jan 1, next year.
“Currently, the board is actively preparing across five main areas of legislation, system development, human resources, operations, and infrastructure,” he added.
