Time to amend Persons with Disabilities Act: SCCAA

KUCHING: Sarawak Community Civil Awareness Association (SCCAA) said it remains committed to advocating for the rights of persons with disabilities (PwD) and will continue to work for a more inclusive and accessible Malaysia. 

Its chairman Datuk Lau Pang Heng called for amendments to the Persons with Disabilities Act 2008 based on experiences and observations in the field. 

He stressed the need for equal access and opportunities for PwDs as the lack of accommodation and adaptive technologies can impede the educational progress of disabled individuals. 

“Therefore, amendments should mandate schools and educational institutions to provide necessary resources and support, fostering an inclusive learning environment.

“The amendments require all educational institutions to implement inclusive practices, enabling students with disabilities to access quality education on an equal basis with their peers,” he told New Sarawak Tribune.

His opinion was sought following calls made by two non-government organisations (NGOs) in West Malaysia for the government to give greater recognition to the rights of disabled persons by amending the Act.

On healthcare, Lau said the amendments should ensure healthcare facilities are equipped to cater to the specific needs of disabled individuals. 

He said this includes not only physical accessibility but also ensuring that staff are trained to understand and respond to various disabilities effectively. 

“There is a critical need to accommodate the diverse needs of PwDs,” he said. 

Lau said discrimination against individuals with disabilities persists in the workplace despite their skills and talents and therefore such amendments should include requirements for reasonable accommodation, ensuring PwDs can work effectively and contribute meaningfully.  

“Companies should also be encouraged to accommodate PWDs who may be more effective working from home.

“This will promote equal employment opportunities for individuals with disabilities by eliminating discriminatory practices and providing reasonable accommodation in the workplace,” stressed Lau.

On accessible information and communication, he said mandating the provision of information and communication in accessible formats such as Braille, sign language and electronic formats is crucial to ensure PwDs can access information independently.

“Amendments should also take into account technological advancements, ensuring that the Act remains relevant and adaptable to new tools and technologies that can enhance the lives and inclusion of persons with disabilities.


“Meanwhile, strengthening mechanisms for monitoring and enforcing compliance with the Act can ensure that its provisions are effectively implemented, holding accountable those who violate the rights of persons with disabilities,” he said. 

Lau said the association acknowledges the efforts of the NGOs in West Malaysia in calling on the Malaysian government to make these amendments and called for a collaborative approach to their implementation. 

“We urge businesses, educational institutions, government agencies, and the public to actively participate in creating an inclusive environment that respects and upholds the rights of PWDs,” he said.
